Evaluation and Revitalization of Government Policy on Cooperatives and Small and Medium Enterprises (SMEs)

This study was undertaken as a collaborative initiative with Indonesia’s Ministry of Cooperatives and SMEs to conduct a thorough evaluation of government and regional policies impacting cooperatives and SMEs. Spanning from the New Order Era to the first term of President Susilo Bambang Yudhoyono (2009), the research sought to assess the evolution of these policies over multiple political administrations and identify areas for improvement.


The insights and recommendations produced by this study served as a critical foundation for shaping new government strategies for cooperatives and SMEs during President Yudhoyono’s second term in office.


Key Components of the Study

The comprehensive nature of this research is reflected in its structured approach and multi-dimensional focus. It comprised several detailed reports and policy papers that analyzed the development and implementation of government initiatives in the SMEs sector. These documents evaluated the policy landscape, identified challenges, and proposed actionable recommendations for the sustainable growth of SMEs and cooperatives.


Objectives and Outcomes

The primary goal of this study was to ensure that government and regional policies were both relevant and effective in supporting the growth of cooperatives and SMEs, which play a vital role in Indonesia’s economic development. By examining past frameworks and their effectiveness, the study highlighted areas requiring revitalization and adjustment to meet evolving economic and social needs.

Ultimately, the study laid the groundwork for evidence-based policymaking, ensuring that the approaches taken during President Susilo Bambang Yudhoyono’s second term were rooted in empirical findings and aligned with the broader objectives of fostering entrepreneurship, economic equity, and inclusive growth.


Methodology

The research methodology involved a mix of historical policy analysis, stakeholder consultations, and economic studies to trace the trajectory of cooperatives and SME policies over the years. It also engaged key stakeholders—including government officials, SME practitioners, and experts—in collaborative discussions to refine the recommendations.


By taking a systematic approach to evaluate past policies and proposing targeted reforms, this study marked an important step toward creating a more dynamic and supportive policy environment for Indonesia’s cooperatives and SMEs.
